This memorandum documents the Census Bureau’s 2030 Research Federal Register Notice (FRN). Through this FRN, the public was invited to share comments on how the Census Bureau can improve people’s experience responding to the 2030 Census. Based on the public’s feedback, the Census Bureau identified four projects for development, expanded the scope of three existing research projects, and initiated two new research projects.

This report uses publicly available data and therefore was exempted from disclosure review per guidance received from the Census Bureau's Disclosure Review Board and Disclosure Avoidance Officers.

The 2030 Memorandum Series

A memorandum will be added to this series for any decision that meets the following criteria:

1. A major program level decision that will affect overall design or have significant effect on the 2030 Census operations or systems.
2. A major policy decision or change that will affect the overall design or significantly impact on the 2030 Census operations or systems.
3. A report that documents the research, testing, evaluations, and assessments for 2030 Census operations or systems.
