Beginning with 2018 SIPP data, respondents who were not asked the child-care assistance question, because they did not fulfill the income requirement, are given a value of “2” for ECHLD_ANY and “3” (logical imputation) for ACHLD_ANY. This change affected the size of the child-care assistance universe. An internal income screener variable that is used to set the universe for child-care assistance is not available to the public, therefore, data users are unable to recreate the universe for this program and should be aware of this change when analyzing child-care assistance data.
