2019 SIPP: Update to End-of-Spell Coding

In the 2019 SIPP, a new end month value was introduced to indicate when a benefit owner was lost to follow-up and the end of receipt cannot be determined (e.g., ESNAP_EMONTH=99, “Lost to follow-up”). This change impacts SNAP, WIC, SSI, TANF, and GA variables for a small number of cases.  

Previously, when a benefit owner was not re-interviewed in subsequent waves, an end month was assigned the value equal to the last month that benefit owner was observed. This resulted in a high level of imputation for the reason benefit receipt ended (e.g., ESNAP_ERSN). 

The revision to the end month variable values allows for more accurate data, as we do not know whether the benefit ended. As such, variables contingent on receipt ending (e.g., RSNAP_CLFG and ESNAP_ERSN) are now set to out of universe for these cases.
