Data collection for 2019 SIPP, which included Wave 2 of the 2018 Panel and Wave 1 of the 2019 Panel, began with insufficient staff and significantly delayed training of field interviewers. Some geographies remained understaffed throughout data collection, and this staffing deficit occurred in conjunction with lower-than-average unit response rates nationally. As a result, the 2019 Panel Wave 1 cases were deprioritized during collection to focus effort on maintaining the 2018 Wave 2 cases for longitudinal purposes with the expectation that a new sample would be added in 2020. Because of this, the 2019 Panel was discontinued after Wave 1, and these sample members were not, and will not be, followed in subsequent years (2020, 2021, and 2022).
