2019 SIPP: Comparing 2019 SIPP Child Care Data to Prior Years

Child Care estimates from the 2019 SIPP, 2018 SIPP, and the 2014 SIPP Panel are not comparable to estimates from the 2008 and prior SIPP panels due to changes in data collection and data processing. In 2008 and prior SIPP panels, the parent was asked about each form of child care used for each individual child in the household with the reference period being a typical week in the previous month. In addition, the parent was asked about the number of hours the child spent in each arrangement. Beginning with the 2014 SIPP Panel, for each type of child care arrangement, the reference parent was asked whether any child living in the household regularly used the reported type of care in a typical week in December of the reference year, which could be up to 6 months before the interview. If a parent had more than one child in universe for the reported type of child care, a follow up question asked them to identify all children using that arrangement. Beginning with the 2019 SIPP, the reference parent was asked about child care during the fall of the reference year, which could be up to 11 months before the interview.
