2019 SIPP: Change to the Hours Worked Topcode

Since SIPP’s 2014 Panel, the hours worked variables (TJB(n)_JOBHRS(i)) were topcoded by capping all values above a maximum allowed value. For example, if the topcode of hours worked was 60 hours per week, then all values exceeding 60 hours per week were set to 60.

Starting with 2019 SIPP, the topcode methodology has been changed to reconcile SIPP’s internal and public-use poverty rates and to provide data users with more information. See the “2019 SIPP: Disclosure Methods to Better Align Poverty Rates” user note to learn more detail about reconciling poverty rates. The hours worked topcode is now set by taking the mean above the topcode. If the topcode threshold was 60 hours per week, then all values greater than or equal to 60 will be used in the calculation of the mean. 

In addition to this change, analysts now have access to the median and standard deviation at or above the topcode in the variables THRS_MED and THRS_STD.
