2018 SIPP: Citizenship Coding Change for American Samoans

As of the 2018 SIPP, for consistency with the American Community Survey (ACS) as of data year 2018, citizenship status processing and editing has been updated for people born in American Samoa. To more accurately reflect their status as non-citizen U.S. nationals (Immigration and Nationality Act of 1952), those born in American Samoa are no longer coded as citizens by birth (as those born in Puerto Rico, Guam, the U.S. Virgin Islands, or Northern Marianas can be). As of the 2018 SIPP, valid means of citizenship and status categories for those born in American Samoa are U.S citizen by naturalization, U.S. citizen through own or spouse’s military service in the Armed Forces, U.S. citizen by adoption of U.S. citizen parent or parents, U.S. citizen born abroad of a U.S. citizen parent or parents, or not a U.S. citizen. Data users should note this change when comparing to pre-2018 SIPP data.
