In the first wave of the 2014 Survey of Income and Program Participation, a small fraction of values of the variable JBORSE change across employment spells within a job line. However, the survey is designed so that JBORSE would be consistent across all employment spells within a job line. The inconsistency occurs when there is non-response in an earlier job spell to the JBORSE question and a valid response in a later chronological spell. In the first spell the respondent is imputed a value for JBORSE, but in the later spell the reported response is assigned to that spell. This may affect the values of other variables that have JBORSE as part of their universe (e.g., business debts).
To address this issue, we enforce consistency across job spells in subsequent waves by copying a valid response to all months that a respondent worked for an employer in a wave. It is worth noting that in wave 1, if the valid response occurs in the earliest employment spell chronologically, the data edits copy this value to all subsequent employment spells within a job line.
