Continuation flags for SNAP, WIC, TANF, and GA receipt (RFS_CONTFLG, RWIC_CONTFLG, RTANF_CONTFLG, and RGA_CONTFLG)
A small number of person-month records should have a “not in universe” value for the continuation flag (e.g. RFS_CONTFLG = .N), but instead have an in-universe value (e.g. RFS_CONTFLG = 1-3).
In months where a spell ended during the reference period (e.g. EFS_EMONTH = 1-11 or RFS_CONTFLG = 1), we suggest users assign the continuation flag a value of “not in universe” (e.g. RFS_CONTFLG = .).
Continuation flag for SNAP receipt (RFS_CONTFLG)
A small number of person-month records associated with spells that end in month 12 (EFS_EMONTH = 12) should have in-universe values for the SNAP continuation flag, but instead have “not in universe” values (RFS_CONTFLG = .).
In months the SNAP continuation flag has a value of “not in universe” (RFS_CONTFLG = .) and the spell ends in the last month of the reference period (EFS_EMONTH = 12), we suggest data users set the continuation flag to the value it has in month 12 of the spell (month 12 never has missing values).
