A known issue affecting the value of RWICCOVYN in wave 1 is that children born after the first month but before the end of a WIC spell never appear as covered by the benefit. For example, if a mother reported a WIC spell from months 3 to 12 and gave birth to a child in month 9, the mother has RWICCOVYN = 1 (yes) in months 3 to 12, while the baby born has a value of not in universe for the same period of time.
