2014 Panel Wave 1: Issue with EFSLCY, AFSLCY

An issue has been identified affecting the universe for the left-censored year variable for SNAP receipt.  The left-censored year variable indicates cases where SNAP receipt may have begun before the reference year and continued into the reference year.  It is only valid in the case where the first month of receipt is January (EFS_BMONTH=1).  Otherwise, it should take value N.

10 person-months have been identified where EFS_BMONTH is not equal to 1, but EFSLCY is also not equal to N.  In these cases, AFSLCY is not equal to 0, although it should be.  We are investigating this inconsistency.

SUGGESTED INTERIM ACTION-We suggest data users using the EFSLCY and AFSLCY variables set these 10 person-month records to N and 0, respectively.
