Data Inputs: Children's Health Insurance Program Participation

The Children's Health Insurance Program (CHIP) participation data are obtained from state-level enrollment reports published on the Centers for Medicare and Medicaid Services (CMS) web page. These enrollment reports are based on state submissions to the Statistical Enrollment Data System (SEDS). We use these state-level counts because CHIP counts are not available at the county level for most counties.

We approximate age, sex and county CHIP sub-detail by computing the coincident age, sex and county shares of those aged 0-18 in the Medicaid Statistical Information System (MSIS) data and then applying these shares to the state-level CHIP totals. We use CHIP data from the fiscal third quarter of the same year of MSIS data used for SAHIE. When fiscal third quarter data are not available, we use fiscal second fiscal quarter data instead.

Although the reported CHIP data follow an “ever enrolled” concept, for SAHIE we approximate the average monthly number of CHIP enrollees. We do so by computing scale factors of aged 0-18 MSIS average enrollment to ever enrollment within the quarter, and then applying these scale factors to the corresponding quarter of CHIP data at the state level.

We combine the CMS MSIS tallies and CHIP totals data together into one variable for use in the SAHIE models. As such, starting with the updated 2013 SAHIE, our updated Medicaid data methods also have an effect on the CHIP data used for SAHIE. In particular, CHIP are included in CMS’ monthly Medicaid and CHIP Application, Eligibility Determination, and Enrollment Data (MCAEDED). When we utilize the up-to-date MCAEDED, it is for both the Medicaid and CHIP data. Note for the 2000 SAHIE age model, adjusted CHIP data were not included.
