After the June 2010 release of the Vintage 2009 housing unit estimates series, it was discovered that some housing unit updates provided by the states (through the Federal-State Cooperative for Population Estimates, or FSCPE) had not been incorporated for years prior to 2009. The Vintage 2009 housing unit estimates were recalculated and re-released in September 2010. This updated series supersedes the June 2010 release.
Each year, the U.S. Census Bureau produces updated housing unit estimates using a component model of change. In this model, we begin with the Census 2000 count of housing units. We add annual estimates of new residential construction and new residential mobile home placements to the Census counts. We then subtract the estimated residential housing loss for each year. The new residential construction estimates are based on building permits and non-permitted builds. Building permits are obtained from the Census Bureau's Building Permits Survey. The component data are combined to produce a preliminary set of housing estimates. After review by the Federal-State Cooperative for Population Estimates (FSCPE) member agencies and local jurisdictions, we produce a final set of estimates which may contain revisions and/or updates from the FSCPE.
For the data released in June 2010, the process by which the FSCPE updates were incorporated into the housing unit estimates excluded some of the updates for prior years and instead used the original data as reported in the Building Permits Survey. This program has been revised and the housing unit estimates released in September 2010 now incorporate the FSCPE updates from previous years.
Housing unit estimates are the major input for the population estimates for incorporated places and minor civil divisions. Therefore, the Vintage 2009 population estimates released for these areas in June 2010 were recalculated to reflect the 2009 Housing Unit Estimates re-release. This updated series supersedes the June 2010 release.
Note that this revision has no impact on any set of 2009 population estimates previously released during 2010 as part of Vintage 2009 at the national, state, or county level or any population estimates by age, sex, race, and Hispanic origin.
Note: After the release of the 2009 population estimates for incorporated places and minor civil divisions, a review found that revisions associated with boundary changes and other geographic updates were not fully incorporated into the original estimates for a small number of areas.
