The Manufactured Housing Survey (MHS) is conducted by the U.S. Census Bureau and is sponsored by the Department of Housing and Urban Development (HUD). MHS produces monthly regional estimates of new manufactured home average sales prices and more detailed annual estimates of selected characteristics of new manufactured homes.

HUD uses the data to monitor total new housing production and its affordability and to determine fair market values and rents. The Bureau of Economic Analysis uses the data as an input to estimates of residential fixed investment for the U.S. Gross Domestic Product. Trade associations use the data for housing market analysis. Manufacturers and their suppliers use the estimates to monitor trends in prices and characteristics of new manufactured homes.

Title 42, United States Code (U.S.C.), 5424 note, Title 13 U.S.C., Section 8(b), and Title 12 U.S.C., Section 1701z-1,  authorize this survey and provide for voluntary responses.  Title 13 U.S.C., Section 9, ensures that responses are confidential and only used for statistical purposes.

All new manufactured homes that receive a Federal inspection (HUD-code homes) at the factory are eligible to be selected for the MHS.  The dealer to whom the home is shipped is contacted to respond to the survey.  Only about 400 homes are sampled each month so the response of each selected dealer is important to produce quality estimates.

By Section 9 of Title 13, United States Code, your report is confidential. It may be seen only by persons sworn to uphold the confidentiality of Census Bureau information, and may be used only for statistical purposes. The law also provides that copies of your report retained in your files are immune from legal process. Per the Federal Cybersecurity Enhancement Act of 2015, your data are protected from cybersecurity risks through screening of the systems that transmit your data.

Below are a few common items you can use to verify the legitimacy of this survey:

1. Ensure the Web address provided in the letter is a "census.gov" domain.


2. Log-in information is provided in the letter. Respondents should never be asked to log-in to report data with personal information.


3. On the log-in screen, a warning message should be present stating the respondent is accessing a U.S. Government computer.


4. Additionally, the upper right corner of the page should display the OMB eight-digit number and expiration date. This number indicates that the OMB has approved the survey and has confirmed there is a need to collect the information.


5. The bottom of the log-in screen should have a link for the “Burden Statement” which also contains the OMB eight-digit number.
