2030 Census Locate Address Test (LAT) 

NOTE: The scope of this test is dependent on resource availability, including funding.

About the LAT

The 2030 Census Locate Address Test (LAT) aims to find addresses in rural and remote area areas of the country, where street address may not have been assigned, or not posted because they are not receiving mail using that address. The LAT is an on-the-ground test planned to be conducted annually from 2024 – 2028.

The results from this test will help guide our address frame maintenance (the ongoing process of updating and keeping an accurate list of addresses) and field training/procedures for these areas over this decade.

We will travel to selected sites across the country to attempt to locate a series of addresses using coordinate data (latitude and longitude information), and/or the descriptive location information used instead of a street address.

What will the LAT study?

The test will study our ability to find addresses that are not on the U.S. Postal Service Delivery Sequence File (DSF), but have been added to our address frame from other sources such as field operations or stakeholder input.

The DSF is a list of addresses to which the U.S. Postal Service delivers mail. It also includes additional details, such as whether the address is a home, business, or vacant property, as well as information about the delivery route, type of delivery, and ZIP code.

Overview of LAT Phases

Pilot Testing (COMPLETE)

A small, informal pilot test was completed in September 2024 to:

  • ​​Determine the tools and procedures needed to train newly hired staff to find hard-to-locate living quarters.
  • Identify real-world situations that can be incorporated into procedures and training for the LAT small-scale testing.  Testing in 2024 did not include contact with residents of the sample addresses.​​

Small-Scale Testing

Small-scale tests conducted periodically from 2025 through 2028 will build upon the experiences of the 2024 pilot test as well as the lessons learned during the small-scales tests to enhance the procedures and training for counting people.

Staff will collect address information about the structure found as well as record their experiences on the ground, and the challenges they may have encountered, such as having inaccurate coordinates or poor descriptive information about the living quarters. It will also not include contact with the residents of sample addresses.​
