September 2019 Monthly Status Report

General Update

Based on the final FY 2019 Financial Management Reports, the 2020 Census Program (including CEDCaP) obligated 97 percent of the enacted fiscal year operating plan total of $3.05 billion through September 30, 2019.

The overall variance for FY 2019 is $99 million (3.24%). Of the variance:

  • 2.36 percent is related to the ongoing In‐Field Address Canvassing operation, which carried $72 million of its $185 million budget from FY 2019 into FY 2020 and is available to support the final stages of the operation through October 11.
    • This is the amount carried into FY 2020 for the In‐Field Address Canvassing operation, which was still in progress as of September 30 and as such, does not reflect the cost variance of the operation, which is approximately $66 million.
  • 0.39 percent stems from all other 2020 Census activities planned in FY 2019, a carryover of $12 million (or 0.4%) from a budget of $2.79 billion.
  • 0.46 percent is from FY 2018 recoveries reducing FY 2019 net obligations by $14 million.
  • 0.03 percent from CEDCaP lapsed salary carried into FY 2020.

The Census Bureau has begun operational planning for a potential operation for Mobile Questionnaire Assistance Centers (MQACs), including development of a project plan, risk register, requirements, and schedule. This initiative would deploy staff to areas based on real‐time self‐response rates where assistance is most needed to answer questions, provide forms, and complete actual responses, and are not at static locations. We have proposed this initiative in response to Congressional interest and requests to further expand our reach in hard‐to‐count communities. The M‐QAC initiative is not in the current program design and, as a result, funding for this initiative is not in the life cycle cost estimate or the Administration’s budget request.

The Census Bureau released the 2010 Census Congressional District Summary File for the 116th Congress and supporting technical document on September 5.
