December 2015 Monthly Status Report

Key Program Updates

  1. The Field Office IT Deployment team completed its shut down of the 2015 Census Test Local Census Office (LCO) in Phoenix, AZ.
  2. Reinterview operations for the 2015 National Content Test concluded on December 14, 2015.
  3. The 2020 Census Detailed Operational Plan for the Address Canvassing operation was released on December 31, 2015.
  4. The draft Request for Proposal (RFP) for the Integrated Communications Contract (ICC) was released on December 11, 2015.
  5. Conducted a Pre-Solicitation Conference and Vendor Expo on the 2020 Census Integrated Communications Contract on December 18, 2015.
  6. In support of the 2020 Census Questionnaire Assistance (CQA) operation, in order to advise offerors of their potential to be viable competitors in the upcoming CQA solicitation process, advisory down select instructions were posted to FedBizOps with submissions due on December 1, 2015.
  7. The Redistricting Data Program (RDP) conducted the first 2020 Census RDP kick-off meeting with official liaisons on December 2, 2015 in Atlanta, GA.
  8. Phase 1 of the 2020 Census Redistricting Data Program, the Block Boundary Suggestion Project (BBSP), began with the shipment of data, the census developed Geographic Update Partnership Software (GUPS), and participant guidelines. This significant milestone marks the beginning of the Census Bureau’s efforts to ensure that the small area geographic tabulations from the 2020 Census meets the needs of the states for legislative redistricting as directed by Public Law 94-171. Phase 1 began on time.
  9. The Government Accountability Office held Part 2 of their entrance meeting on December 3, 2015 for their Census Enterprise Data Collection and Processing (CEDCaP) engagement. The initial entrance meeting was extensive and will require possibly three meetings in total.
  10. Presented an overview of “2020 Census Activities in Puerto Rico” to Puerto Rico’s highest elected officials on December 8, 2015.
  11. Held the 2020 Census Tribal Consultation Meeting in Uncasville, Connecticut on December 14, 2015.
  12. The 2020 Census Memorandum Series was established on December 31, 2015. The 2020 Census Memorandum Series documents significant decisions, actions, and accomplishments of the 2020 Census Program for the purpose of informing stakeholders, coordinating interdivisional efforts, and documenting important historical changes. A memorandum generally will be added to this series for any decision that meets the following criteria:
    a.  A major program level decision that will affect the overall design or have significant effect on the 2020 Census operations or systems.
    b.  A major policy decision or change that will affect the overall design or significantly impact on the 2020 Census operations or systems.
