This memorandum documents the release of the 2020 Census Detailed Operational Plan for the Nonresponse Followup Operation (NRFU). This document baselines the 2020 Census NRFU process and provides specific details for the NRFU operation. It will be updated over time to reflect changes in the strategies that result from census planning, research, and testing activities.
The primary purpose of NRFU is to determine the housing unit status of a nonresponding address and to enumerate the households at nonresponding housing units. The operation also includes the field verification of select addresses that responded without a Census ID and the enumeration of addresses that are identified by other census operations. The NRFU operation is an integral part of the 2020 Census program that ensures data accuracy and coverage.

The 2020 Census Memorandum Series documents significant decisions, actions, and accomplishments of the 2020 Census Program for the purpose of informing stakeholders, coordinating interdivisional efforts, and documenting important historical changes.
