This memorandum documents the Version 2.0 release of the 2020 Census Operational Plan, which describes the current design of the 2020 Census. The purpose of this document is to provide the background information that supports evidence-based decision making in our 2020 Census design. It reflects the most current status of our operations and planning for conducting the census. This version of the 2020 Census Operational Plan provides updates on: our planned tests and milestone schedule, program and project risks, descriptions of the census operations, the quality analysis process, and design decisions, including those decisions that have been made and those that remain.

Note to Reader: Please note that the 2020 Census Operational Plan v2.0 reflects the Operational Design for the 2020 Census as of August 31, 2016. The Operational Plan has not been updated to reflect the decision announced on October 18, 2016 to stop work on two field test operations in Fiscal Year (FY) 2017 to mitigate program risk amidst funding uncertainty.
