2020 Census Operational Assessment: The New Construction Program

The 2020 Census New Construction program was a component of the 2020 Census Local Update of Census Addresses (LUCA) operation and used the expertise of tribal, state, and local governments to improve the accuracy and completeness of the address list used for the 2020 Census.

The purpose of the 2020 New Construction program was to obtain city-style addresses for newly built housing units, group quarters, and transitory locations in tabulation blocks in self-response areas. New addresses for units outside the self-response area were added to the 2020 Census address list at the time census staff hand-delivered questionnaire packets in Update Leave areas or during the initial enumeration attempt in Update Enumerate areas.

The Census Bureau asked participants in the 2020 New Construction program to submit addresses of any living quarter for which basic construction (closing the structure to the elements) started during or after March 1, 2018, and was completed by or before Census Day (April 1, 2020).

This assessment documents the results of the 2020 New Construction program. It also includes lessons learned gathered from debriefings and observational input from headquarters, regional census center (RCC), and National Processing Center (NPC) staff. Finally, this assessment contains information to assist in implementing address update partnership programs in the future, as well as planning for the Geographic Support Program (GSP) and the 2030 Census.
