The purpose of the 2020 Census Count Question Resolution operation (2020 CQR) was to provide a mechanism for tribal, state, and local governments in the United States and Puerto Rico, or their designated representatives, to request that the Census Bureau review their boundaries and/or living quarters (LQs), housing units and group quarters, counts by block to correct any in-scope error(s) affecting the inclusion and/or geographic allocation of LQs and population.
The 2020 CQR was one of three mechanisms available to governments that identified an unexpected census result, with no major changes from past implementations of CQR. The U.S. Census Bureau notified governments with cases of the outcome in a determination letter, which included revised housing and population counts when warranted.
The results from this assessment found that the 2020 CQR succeeded in that it provided the opportunity for governments to request that the Census Bureau review their boundaries and/or housing counts by block to correct any in-scope error(s).
Recommendations from this assessment include: revisiting the 2020 CQR schedule before 2030, creation of internal decision trees to account for all possible case outcome scenarios, and creating templates and a quick-start guide for participants with a clear checklist of required documentation.
