Since 1950, the U.S. Census Bureau has incorporated a testing, evaluation, and experimental program into the overall enumeration effort. The 2020 Census Evaluations and Experiments (EAE) operation is one component of our 2020 Census Data Quality efforts, designed to document and evaluate 2020 Census programs and operations, as well as to test new methods suggested from previous research. Results documented in the 2020 Census EAE operation serve as the background or basis for designing, testing, and implementing the 2030 Census.
The Census 2000 Testing, Experimentation, and Evaluation (TXE) Program is a comprehensive one that informed us about Census 2000 and led the way for planning the decennial census in 2010, the American Community Survey, the Master Address File Updating System, and other Census Bureau censuses and surveys. This program consists of tests of various census enumeration techniques, experiments with different questionnaires and ways to respond, an administrative records census experiment, and evaluations of all aspects of Census 2000. Relevant findings were synthesized into topic reports that address broad census subjects.
