This memorandum summarizes the recent Census Bureau decision to enumerate housing units in military areas using Self-Response and Update Leave methodology.

The Census Bureau recently met with representatives from the Department of Defense (DOD) to establish a common understanding of the plan to enumerate people living on military installations within the 50 states, the District of Columbia, and Puerto Rico. Field Division’s six regional census centers identified military areas, assigned to Type of Enumeration Area (TEA) 5, where military housing units will be enumerated only through Self-Response (TEA 1) or Update Leave (TEA 6) operations. The enumeration for military personnel living in group quarters—such as barracks, military correctional facilities, military treatment centers with assigned patients, and vessels—will be conducted under the Group Quarters operation. Likewise, data collection for military personnel living on campgrounds and in recreational vehicle (RV) parks on military installations will be conducted under the Enumeration at Transitory Locations operation.

The military area updates where TEA 5 areas are redesignated to TEAs 1 or 6 will be processed for the enumeration operations, with products scheduled for delivery in January 2020. TEA 5 will still be present on the products delivered in June 2019. This change will not add workload to the In-Field Address Canvassing operation.

  3. A report that documents the research and testing for 2020 Census operations or systems.
