BAS Agreements

The purpose of the Boundary and Annexation Survey (BAS) agreements is to coordinate information sharing and resources between the Census Bureau and state and county governments in collecting boundary information. Through these agreements with state and county governments, the Census Bureau aims to reduce the duplication of effort across the various levels of government as well as the cost burden associated with the annual BAS.

Agreement Types

State Agreements

BAS state agreements are available to states that enforce laws requiring local governments to report all boundary changes to a state agency. The Census Bureau offers two types of BAS state agreements.

Under the first type of state agreement, the state reports boundary changes for all incorporated places, minor civil divisions (MCDs) if applicable, and counties within its jurisdiction to the annual BAS.

Under the second type of state agreement, the state provides the Census Bureau with a list of local governments that reported boundary changes to the state. The Census Bureau uses this list to target those local governments for BAS.

 

Consolidated BAS Agreements

Consolidated BAS (CBAS) agreements are available to county governments interested in submitting boundary changes for the legal governments (consolidated cities, incorporated places, and MCDs within their jurisdiction).
