This document describes the HUD-assisted oversample that was included in the 2011 and 2013 surveys.  It includes information on the frame development, sample selection, and weighting.  The document also discusses the issues discovered after the initial release of the 2011 public use file.

Importantly, the proper use of the public use file variables related to the oversample is explained.  These variables allow users to produce more precise estimates of characteristics of HUD-assisted units and households.
