Updating the model to compute the 2011 and future ACS margins of error for zero-estimate counts

Beginning with the 2011 ACS data release, the Census Bureau updated the model used to compute margins of error for zero-estimate counts. The constant, or k, value in this model has been revised from 400 to 223. Detailed information about this modified model may be found in the full user note.
