CONP (Condo Fee) Errors in PUMS Datasets Prior to 2016

An error has been found with the CONP (condo fee) variable on the Public Use Microdata Sample (PUMS) files, which affects how units that are not condominiums are identified.

The CONP universe no longer includes two vacant unit categories: “vacant, for sale” and “vacant, sold but not yet occupied.” Previously, these were treated differently than other vacant types. Rather than ensure that CONP is blank, (like it is for “vacant, for rent,” “vacant, seasonal”, etc.), these types of vacant units were given a value of “0000” – not a condominium. They were never intended to be in the universe for CONP, but erroneously were.

Beginning with the 2016 ACS 1-year PUMS files and 2012-2016 ACS 5-year PUMS files, CONP is blank (“not in universe”) for all vacant categories. 2012-2015 data for “vacant, for sale” and “vacant, sold but not yet occupied” will not be consistent with the data in the ACS 1-year PUMS for 2012, 2013, 2014, and 2015.

This reverses the decision described in the 2015 errata #103, which changes the value for these vacant items from blank to “0000” to reflect their “not a condo” status. Instead, this makes these units “out of universe.”
