JUNE 18, 2025 — The U.S. Census Bureau today released the 2023 Nonemployer Statistics (NES) estimates of the U.S. Marine Economy. NES provides subnational economic data for businesses that have no paid employees, are subject to federal income tax, and have receipts of $1,000 or more ($1 or more for the Construction sector).
Nonemployer establishment counts and receipts estimates are provided by nonstandard state- and county-equivalent geographies (comprised of selected coastal regions in each state) and by the Economics: National Ocean Watch (ENOW) sectors defined by the National Oceanic and Atmospheric Administration’s Office for Coastal Management. The ENOW sectors include tourism and recreation, ship and boat building, marine construction, marine transportation, offshore mineral resources, and living resources (like fishing).
The Census Bureau first released the NES U.S. Marine Economy estimates publicly starting with the 2021 reference year. The 2023 NES Marine Economy Table is available on data.census.gov.
NES data originate from business income tax records that the Internal Revenue Service provides to the Census Bureau. The data are subject to nonsampling error (such as errors of self-classification by industry on tax forms) as well as nonreporting and coverage errors. Disclosure avoidance methods used to protect confidentiality may slightly modify receipts and number of establishments. All dollar values are expressed in current dollars.
