Used Vehicle Filing

Lately, the commodity analysis branch has received a number of phone calls regarding the classification of used vehicles. This issue is actually related to the rules and regulations of exporting a used vehicle and the required data elements that need to be reported for them. You may be one of the shippers who have gone through this ordeal and have witnessed these dreaded Census Errors:

139 FATAL ERR – MISS VEHICLE ID NUMBER (VIN)
140 FATAL ERR – INVAL VEHICLE ID NUMBER (VIN)
141 FATAL ERR – MISSING VEHICLE TITLE NUMBER
142 FATAL ERR – INVALID VEHICLE TITLE NUMBER
143 FATAL ERR – MISS VEHICLE STATE OF TITLE
144 FATAL ERR – INVAL VEHICLE STATE OF TITLE

Exporting a used vehicle requires additional elements to be reported in AES. If what you are shipping is classified as a used vehicle in Appendix U of the updated AES Trade Interface Requirements (AESTIR), then you are required to report additional vehicle information such as, the Vehicle Identification Number (VIN). If the vehicle does not have a VIN number, then you will use its Product Identification Number (PIN). In addition to the VIN number, other requirements are necessary such as the Vehicle Title Number and Vehicle State of Title, which you can read more about on the U.S. Customs and Border Protection website:

Attached you will find a PDF and text version of AppendixU-AESTIR and the latest updates. This appendix lists all codes for “used self-propelled vehicles”. The Schedule B codes in bold require that you report the VIN/PIN, Vehicle Title Number and Vehicle State of Title. The Schedule B codes that are not in bold allow for this information to be reported, but it is not required. The Schedule B numbers not listed in this appendix do not allow vehicle information to be reported.
