Richard Pan

Richard Pan, MD, MPH is a pediatrician and former California State Senator, who co-chaired the California Senate Select Committee on the 2020 Census. As chair of the Budget Subcommittee on Health and Human Services, he helped secure $187 million in state funds for 2020 Census outreach in California. As chair of the Select Committee on the 2020 Census, he held hearings addressing partnerships with nonprofits, reaching hard-to-count populations and ensuring language access. Dr. Pan worked with the California Complete Count Committee and convened foundations, nonprofit organizations and local governments to secure additional funding and other resources for census outreach.

Dr. Pan is past chair of the California Asian American Pacific Islander Legislative Caucus and took an active role in outreach to Asian American and Native Hawaiian and Pacific Islander communities and immigrants. As a pediatrician, he ensured children were counted in the decennial census including engaging teachers and school districts. Dr. Pan was personally involved in communicating the importance of decennial census participation on social and traditional media.

Before serving in the California legislature, Dr. Pan was Associate Professor of Clinical Pediatrics at University of California, Davis where he directed the Pediatric Residency Program, created a nationally recognized service-learning curriculum on social determinants of health and published research about community-based medical education, medical decision-making and workforce. He has held local, state and national leadership positions in civic and professional organizations.

Dr. Pan continues to practice and teach at the Sacramento County Primary Care Center. Dr. Pan earned his Bachelor of Arts in Biophysics from Johns Hopkins University, a Medical Doctorate from the University of Pittsburgh, and a Master of Public Health from Harvard University. He completed his pediatric residency and served as Chief Resident at Massachusetts General Hospital and completed a fellowship in child advocacy and health services research at Children’s Hospital in Boston.
