Oliver Fischer

Chief, International Programs Center, U.S. Census Bureau

Oliver P. Fischer is chief of the Census Bureau’s International Programs Center. In this role, he sets the strategic direction, manages sponsor relations, and oversees the human and financial resources of the center. This includes guiding the center’s efforts in strengthening national population data systems and developing tools to facilitate the census and survey-taking process. He directs the planning and preparation of international demographic, geospatial, health, climate, and economic data products utilizing census, survey, and registration data.  

Oliver began his career at the Census Bureau in 2005 as an intern in the Immigration Statistics Staff of the Population Division. He transitioned to the International Programs Center, where he served as a demographer in the Technical Assistance and Capacity Building Branch from 2006 to 2014 and chief of the Training and Statistical Development Branch from 2014 to 2017. In these roles, Oliver provided in-country technical support to more than 40 national statistical offices in various statistical activities, oversaw the development of the Demographic Analysis and Population Projections System (DAPPS), established a regional training program, and revitalized the Census Bureau’s headquarters-based international training program. 

Oliver was a finalist for the prestigious Samuel J. Heyman Service to America Medal for his work as a demographer and conflict monitoring and response officer in South Sudan. In 2014, Oliver received a Department of Commerce Bronze Medal Award for technical support to the Zambia National Statistics Office.
