Mary Potter

Acting Chief, Human Resources Division, U.S. Census Bureau

Mary Potter is serving as acting chief of the Census Bureau’s Human Resources Division. She oversees human capital management services for the Office of the Under Secretary for Economic Affairs, Census Bureau, and Bureau of Economic Analysis (BEA).

Mary has served in a variety of positions since joining the Census Bureau more than 23 years ago as a statistician in the Manufacturing and Construction Division. Most recently, she served as chief of the Office of Survey and Census Analytics (OSCA), which performs real-time data analytics for the Field Division and National Processing Center to help improve data quality and business processes. She also served as the Field Division’s acting chief for eight months in 2023.

In addition, she served as a supervisory survey statistician in the Service Sector Statistics Division, where she led the team in 2003 that created the Quarterly Services Survey, the Census Bureau’s first new economic indicator in over 30 years. 

In September 2005, Mary became chief of the Demographic Statistical Method Division’s Sample Design Management Branch. Two years later, she served as chief of the Freedom of Information Act (FOIA) and Information Branch in the Office of Analysis and Executive Support, where she successfully designed and implemented an improved process to accommodate the massive FOIA workload associated with the 2010 Census.

In 2011, Mary rejoined the Economic Directorate as assistant chief in the Economic Indicators Division; seven years later, she became special assistant to the Field Division’s associate director. As part of this role, she implemented the new Field Census Investigative Services program. She then served as interim chief of the Census Bureau’s full Investigative Service program during which time she helped to hire over 500,000 field representatives for the 2020 Census. In 2020, she served as chief of the Policy and Coordination Office.

Mary has received numerous awards for distinguished service in the federal government, including a Gold Medal from the Department of Commerce; the Director’s Award for Innovation; and five Bronze Medals. 

Mary has a master’s degree in business management from the University of Maryland; a master’s certificate in project management from George Washington University; and a bachelor’s degree in health and human services from the University of Maryland. She is also a graduate of the Department of Commerce Senior Executive Service Candidate program.
