Josh Winston is director of the Philadelphia Regional Office, where he began his career at the U.S. Census Bureau as an enumerator during the 2000 Census. In 2007, after graduating from college and law school, and teaching history and economics in China and Singapore, he returned to the Philadelphia office as a field representative. A year later, he became a senior field representative there before being promoted to the position of supervisory survey statistician in the Census Bureau’s Atlanta Regional Office in 2009.
After three years in Atlanta, Winston became a survey statistician—field in the Chicago Regional Office, where he was promoted to program coordinator in 2014. The following year, Winston transferred to the New York Regional Office as a program coordinator.
In 2017, he became the chief of the American Community Survey Branch in the Field Division at Census Bureau headquarters in Suitland, Maryland. In 2019, Winston transferred to the Health Surveys Branch, where he served as branch chief. During the 2020 Census, he served as an assistant regional director in the Los Angeles Regional Office. He then returned to the Health Surveys Branch, where he continued to serve as the branch chief.
In 2023, Winston served as an administrative manager on a detail to the Office of the Under Secretary for Economic Affairs at the U.S. Department of Commerce in Washington, D.C. After his detail ended in 2024, Josh returned to the Census Bureau as the chief of the Housing Surveys Branch and acting chief of the Health Surveys Branch.
Winston received an individual Bronze Medal in 2013. He holds a bachelor’s degree in political science and history from Grove City College, a Juris Doctor degree from Duquesne University School of Law, and a master’s certificate in project management from the George Washington University. A licensed attorney, he enjoys spending time with family, domestic and international travel, skiing, camping, playing disc golf, and watching New York Yankees games.
