Angel W. Colón-Rivera, Ph.D.

Chief, Office of Congressional and Intergovernmental Affairs

Angel Colón-Rivera currently serves as chief of the U.S. Census Bureau’s Office of Congressional and Intergovernmental Affairs (OCIA), where he oversees correspondence management and congressional affairs.

Prior to joining the Census Bureau, Dr. Colón-Rivera served as a senior adviser to Sen. Robert Menendez of New Jersey. In this role, he spearheaded the senator’s Hispanic Issues portfolio as staff lead on the Senate Democratic Hispanic Task Force, principal liaison to the Congressional Hispanic Caucus and principal adviser on issues regarding Puerto Rico, the census, and diversity, equity and inclusion. Before joining Menendez’s office, Colón-Rivera served as an assistant to Maryland Sen. Ben Cardin, managing day-to-day operations (including immigration and foreign services casework) in the senator’s Prince George’s County office.

Prior to his Senate stints, Colón-Rivera worked as a policy adviser to the U.S. Commission on Security and Cooperation in Europe (CSCE) and the U.S. House of Representatives under the sponsorship of the James Marshall Public Policy Postdoctoral Fellowship from the Society for the Psychological Study of Social Issues. His primary responsibilities involved translating research into public policy recommendations on immigration, human trafficking, housing and homelessness. Dr. Colón-Rivera is a former public policy fellow of the University of Nebraska Public Policy Center. He obtained his doctorate in social-community psychology from the University of Puerto Rico in San Juan.
