The test area includes approximately 225,000 housing units in Harris County and will explore new ways for the population to respond to the 2020 Census, including the ability to respond in multiple languages by mail, Internet or telephone. The census test will also refine technologies and methods to use existing information to increase operational efficiency. Finally, the test will focus on researching best practices to reduce follow-up operations with households that do not self-respond.

The test officially begins March 21, 2016, when residents will be able to complete the questionnaire online, by mail or telephone. Residents who do not complete the questionnaire will be visited by a census taker to complete the form.
