Note to Correspondents -- Areas Within Houston and Los Angeles Named as 2016 Test Sites in Preparation for the 2020 Census

June 30, 2015 — The U.S. Census Bureau announced today that it plans to conduct census tests in selected areas within Harris County, Texas and Los Angeles County, California, in 2016. The tests will refine new procedures and methods designed to improve census operations and save taxpayers money in the next census in 2020.  

The areas within Harris County and Los Angeles County were chosen based on a variety of characteristics — including language diversity, demographic diversity, varying levels of Internet usage, large metropolitan areas and high vacancy rates. These characteristics can help the Census Bureau test and refine its operational plans for the 2020 Census. The tests will explore new ways for the population to respond to the once-a-decade census, as well as more cost-effective ways for census takers to follow up with households that fail to respond.

Conducting this test will require hiring approximately 1,400 temporary census staff. Pay for the office and field staff needed will range from $18.50 to $25.25 per hour. Recruiting for the local jobs likely will begin this fall, at which point more information will be made available.

The Road to the 2020 Census

The Census Bureau is researching modern and cost-efficient methods for the population to exercise its civic obligation to be counted in the 2020 Census. Whether through the Internet, telephone or traditional paper questionnaires, the Census Bureau is committed to making response to the mandatory once-a-decade headcount quick, easy and safe for all to participate.
