This study documents a methodology and results for retabulating 116th Congress (2019-2021) Congressional District Profiles for the newly drawn eighteen (18) districts of Pennsylvania. This is to be done without the usual estimation methodology using American Community Survey sample microdata. This is to be done only using data that are already available to the public. Inspection of empirical results from the proposed methodology are not too different from those results obtained using the usual methodology.
