This study is an update of an earlier report that looked at changes in receipt of rental subsidies between 1993 and 1999. This study expands that analysis to 2001 by using the Survey of Program Dynamics (SPD) third longitudinal file (TLF). The focus of this study is government-sponsored programs that provide either direct or indirect rental assistance for low-income families. This assistance can take the form of housing vouchers given to families by which payments are made directly to a private landlord, of reduced rent for households living in government owned and operated properties, or of a reduced interest rate for building owners. In addition, the study compares receipt of a rental subsidy with participation in the food stamp and cash public assistance programs.
