An Overview of the Census Bureau’s Housing Unit Estimates Method

Abstract

The Census Bureau annually releases county housing unit and subcounty (e.g., cities, towns, villages) population estimates. Both of these products rely on the creation of subcounty housing unit estimates. These estimates are produced by adding estimated components of housing unit gain to the base year’s housing units and subtracting estimated losses. Beginning in 1999, the Census Bureau shifted to the use of primitive (i.e., disaggregated) geography to produce vintage 1998 (i.e., for the period ending July 1, 1998) population estimates. This enabled estimates of higher level geography to be obtained simply by aggregation. After Census 2000, the primitive geography became the starting point for housing unit estimates. Each permit-issuing office record is now mapped to the actual geography it covers (with limited exceptions). For vintage 2004, a new housing unit loss model was adopted to provide annually applied housing unit loss rates.
