This document provides background on the workings and an application of the SPEER (Structured Programs for Economic Editing and Referrals) edit system. The first three sections consist of a description of the basic edit system, an overview of how to develop and run a SPEER edit system, and an example showing specific details of the input and output files used by the software. In the fourth section, we present an application to the Census of Manufactures, the largest U.S. economic survey. The final section is a summary.
