Directorate Defense Trade Control and Bureau of Industry and Security - Modernizing Technology in Support of Collaboration

Please join the U.S. Department of State, Directorate of Defense Trade Controls (DDTC) and the U.S. Department of Commerce, Bureau of Industry and Security (BIS) to learn about how export and trade compliance communities can support regulatory IT modernization efforts. We will describe how we are enhancing our respective application platforms for by customer-centered approaches to better understand the needs of the defense and dual-use trade communities. We’ll also discuss opportunities for cross-agency collaboration and data sharing. We’ll specifically address:

  • DDTC: Recent IT updates and DECCS enhancements
  • BIS’s IT modernization roadmap
  • Customer experience opportunities to enhance data sharing across DDTC and BIS

We’ll leave time at the end to respond to questions and feedback from the audience. For this session. We are particularly interested in how we can improve the experience for the defense trade community with BIS and DDTC. We look forward to your participation in the webinar.

Presenters

Karen Wrege is the Chief Information Office at the Directorate of Defense Trade Controls (DDTC) with the Department of State, Bureau of Political-Military Affairs. She joined DDTC in 2014 to modernize legacy systems in the Directorate. Her IT team finalized the first phase of this modernization project in February 2020 using various best of breed cloud technologies. Prior to DDTC, she spent 10 years in economic consultancy providing auction software and services to global clients in the telecommunications industry.

Michael Palmer is the Chief Experience Officer (CXO) and Associate Chief Information Officer (CIO) at the Bureau of Industry and Security (BIS) within the U.S. Department of Commerce and drives BIS’s customer-centered transformation strategy. Previously, Michael led technology modernization initiatives for the United States Digital Service (USDS) at the White House and at the Department of Homeland Security (DHS) as USDS tackled digital transformation projects across government. Michael has designed and managed over $5 billion in government technology programs at a variety of agencies and recently led modernization activities in mission areas such as immigration services, space exploration, and emergency management.

Annie Persson is a Customer Experience (CX) Strategist at BIS with over 15 years of experience in the UX field as a writer, designer and researcher. She has presented at local and national conferences and a contributor to 97 Things Every UX Practitioner Should Know (O'Reilly Media, 2021). Annie received a master's degree in Human Factors and Information Design from Bentley University.

Aleck Che-Mponda has over 15 years of project management experience working in government and private industry. For the past year, Mr. Che-Mponda has served as a Senior Technical advisor and System Owner for the Production Application systems within the Business Technology Solutions group under the BIS Office of the Chief Information Officer (OCIO) and he is also the Project Manager leading the BIS USXPORTS migration effort. As a contractor he served as Program lead for Independent Verification and Validation services for the bureau’s SNAP-R project.
