Collaboration
During FY 1998, staff conducted research on the six-person short form. This included developing two alternative questionnaires - an accordion and a bifold form - and a research plan for conducting cognitive interviews and evaluating the questionnaires. Cognitive interviews were conducted by two outside contractors, the University of Michigan and Washington State University, as well as by staff.
