Introduction

This report presents the results of evaluations of various components of the 1990 Census Coverage Improvement Program. The coverage  improvement  program consisted of a series of operations, some of which were redundant by design in order to make the coverage of persons and housing units as complete as possible. A review of the basic methodologies used to conduct the census provides a context for discussing the coverage improvement program and the results of that program.

A Note on Language

Census statistics date back to 1790 and reflect the growth and change of the United States. Past census reports contain some terms that today’s readers may consider obsolete and inappropriate. As part of our goal to be open and transparent with the public, we are improving access to all Census Bureau original publications and statistics, which serve as a guide to the nation's history.
