This report describes experimental procedures for valuating noncash benefits received by the low-income population and presents estimates of the effect of these benefits on the size and composition of the poverty population in 1987. It also updates estimates covering 1979 through 1986 which have been published in previous technical papers released by the Bureau of the Census.
