This report describes experimental procedures for valuing non-cash benefits received by the low-income population and presents estimates of the effect of these benefits on the size and composition of the poverty population in 1986. This reports updates estimates covering 1979 through 1985 which have been publish in previous technical papers released by the Bureau of the Census.
