Consolidated Federal Funds Report Fiscal Year 1984, Volume I: County Areas

Introduction

The Consolidated Federal Funds Report is a presentation of Federal Government expenditures or obligations in State, county, and subcounty areas of the United States. U.S. Territories and the District of Columbia are included. The data for this report were obtained from reporting systems which exist in various Federal Government agencies. These data have been consolidated and tabulated in a standard format for presentation in a series of publications covering different levels of geographic detail. These publications are:

  • Federal Expenditures by State for Fiscal Year 1984
  • Consolidated Federal Funds Report Fiscal Year 1984, Volume I: County Areas
  • Consolidated Federal Funds Report Fiscal Year 1984, Volume II: Subcounty Areas

Data are also available on magnetic computer tape. Information on publications or computer tapes appears at the end of this section.

This report was prepared in accordance with the Consolidated Federal Funds Report Act of 1982 (P.L. 97-326). The acronym CFFR, as used throughout this publication, refers to this Act and the associated data collection and processing program.

Report Coverage

The Consolidated Federal Funds Report (CFFR) Volume I covers Federal Government expenditures or obligations for the object categories listed below. For fiscal year 1984, amounts reported totaled $731.2 billion for the direct expenditure or obligation categories, and $145 billion for other Federal assistance (loans and insurance programs):

  • Grants ($107.9 billion)
  • Salaries and wages ($108.7 billion)
  • Procurement ($176.5 billion)
  • Direct payments for individuals ($325.9 billion)
  • Other direct payments ($12.3 billion)
  • Direct loans ($6.3 billion)
  • Guaranteed or insured loans ($51.8 billion)
  • Insurance ($87 billion)

Dollar amounts reported under these categories can represent actual expenditures or obligations. Users should be aware of the differences in this coverage which varies in accordance with the data, as described later under "Data Sources." As a general guide, however, the grants and procurement data in volumes I and II represent obligated funds, while salaries, wages, and direct payments represent actual expenditures (outlays).1 Data on loan and insurance programs generally represent the contingent liability of the Federal Government.

Certain categories of Federal Government spending have been intentionally excluded from this report. These include such items as interest on Federal Govenment debt, travel expenses when not provided under contract, and international payments and foreign aid. These are described under the heading "Amounts Excluded From CFFR Coverage."

The financial activity of all Federal Government agencies are covered, with exceptions for those agencies which do not submit data to any of the Federal reporting systems that served as sources of information for the CFFR. These agencies are also listed under the heading "Amounts Excluded From CFFR Coverage."
