This report was prepared in accordance with the Consolidated Federal Funds Report Act of 1982 (P.L. 97-326), which requires "The Director of the Office of Management and Budget to prepare an annual report consolidating the available data on the geographic distribution of Federal funds..." The report reflects Federal Government expenditures by State and territory.
Coverage includes Federal Government expenditures for grants to State and local governments, salaries and wages, procurement, direct payments for individuals, and other programs for which data were available by State and territory. For fiscal year 1983, the statistics compiled amount to $697 billion.
Data for all grant awards and procurement contract awards are also reported in the Consolidated Federal Funds Report, Fiscal Year 1983, Volume I, County Areas and the Consolidated Federal Funds Report, Fiscal Year 1983, Volume II, Subcounty Areas. In addition, all data far salaries and wages and direct payments for individuals are also reported in the Consolidated Federal Funds Report, Fiscal Year 1983, Volume I, County Areas.
This report presents data similar to the data in the two CFFR publications referenced above. In this report, however, grants to State and local governments represent actual expenditures of the Federal Government. In the two CFFR publications, Federal grants generally represent obligations and include payments to State and local governments, and grants to nongovernmental recipients.
The data presented in this report on salaries and wages, direct payments for individuals, procurement, and other direct Federal expenditures are shown by program or Federal agency whenever possible. These data correspond to that presented by object category in the CFFR publications; however, the CFFR publications do not contain such program or agency detail.
Another significant difference between this report and the CFFR publications is the level of geographic detail for which data are shown. This report distributes data only on a State-by-State basis, while the CFFR publications contain county area and subcounty area information.
Users should consult the introductory texts in the CFFR publications for detailed explanations of the data reported.
Federal Government expenditure amounts not included in this report reflect data that could not be distributed by State and territory, or that were not available. Such amounts include net interest on the Federal Government debt, international payments and foreign aid, current operational expenses not included under salaries or procurement (tables 3 and 5), expenditures for selected Federal agencies (such as the Central Intelligence Agency and National Security Agency) and foreign outlays within each of the categories in tables 2 through 6.
