Commodity Flow Survey - Expanded Hazardous Materials (CFS-EHM) Estimates

The Commodity Flow Survey - Expanded Hazardous Materials Supplement (CFS-EHM or EHM) is sponsored by the Pipeline and Hazardous Materials Safety Administration (PHMSA) and is conducted by the U.S. Census Bureau.  The primary goal of the EHM is to produce national and subnational estimates of the total number of establishments that ship hazardous materials (HAZMAT), the types of HAZMAT shipped, and the types of packaging used.  These data are collected as a supplement to the first and fourth quarters of the 2022 Commodity Flow Survey (CFS) and pertain to CFS respondents who report shipping HAZMAT at any time during 2021 or 2022.  The CFS is a sample of 165 thousand establishments.  If a given establishment indicates that hazardous materials were shipped from their location during the sample year, the respondent is asked to provide the top ten most frequent types of HAZMAT shipped.  For the top three most frequently shipped HAZMAT, additional detailed questions are asked including the packaging, quantity, and mode of transportation used.

This release will include estimates based on data collected for the 2021 and 2022 survey years.  The estimates will be presented in 11 tables for each survey year.  These tables provide estimates by hazmat type and packaging type at a national level and at the Petroleum Administration for Defense Districts (PADD) level.  This level of data is critical to PHMSA and is needed to determine the impact of changes to hazmat shipping rules and regulatory requirements.
