New BIS License Exception C58 - Consumer Communication Devices (CCD)
Effective immediately, a new License Exception C58 for Consumer Communication
Devices (CCD) has been added to the Automated Export System (AES).
The Bureau of Industry and Security has created this new exception under
§740.19 of the Export Administration Regulations to authorize exports and
reexports to Cuba of certain donated consumer communications devices,

non-governmental organizations in Cuba. Exports or reexports under License
Exception CCD may not be made to organizations administered or controlled
by the Cuban Government or the Communist Party or to designated officials
of the Cuban Government or Communist Party.
United States Principal Parties in Interest (USPPIs) and their authorized
filing agents (AES filers) must follow the following new reporting
requirements regardless of value when using C58 to prevent the return
of fatal errors from AES.

5D991, 5A992, 5D992 or EAR99 that correspond to the License Exception.
The country of destination and ultimate consignee country must
show Cuba (CU).
